Edwards HealthDay Reporter<\/b><br \/>\n<b><\/b><\/p>\n<p>FRIDAY, March 21, 2025 (HealthDay News) &#8212; Across California, kids are digging into lunches packed with chips, cookies and other ultra-processed snacks &#8212; but a new bill could soon change what\u2019s on their trays.<\/p>\n<p>California lawmakers have introduced a new bill that would ban certain ultra-processed foods from school meals across the state.<\/p>\n<p>Assembly Bill 1264 would begin phasing out these foods in 2028, with the goal of fully removing them by 2032.<\/p>\n<p>The bipartisan proposal aims to protect kids from chemicals and additives found in many packaged foods.<\/p>\n<p>\u201cOur schools should not be serving students ultra-processed food products that are filled with chemical additives that can harm their physical and mental health,\u201d Democratic Assemblymember <a href=\"https:\/\/a46.asmdc.org\/biography\">Jesse Gabriel<\/a>, who introduced the bill, told <em>NBC News<\/em>.<\/p>\n<p>Ultra-processed foods such as chips, candy, instant noodles and sodas are usually made with low-cost ingredients and often have long shelf lives.<\/p>\n<p>They also may include additives like high-fructose corn syrup, maltodextrin and soy protein isolate &#8212; ingredients not commonly found in your pantry.<\/p>\n<p>Studies show that eating more of these foods can raise the risk for <a href=\"https:\/\/www.healthday.com\/a-to-z-health\/diabetes\/diabetes-overview\">diabetes<\/a>, <a href=\"https:\/\/www.healthday.com\/a-to-z-health\/cardiovascular-diseases\/what-is-cardiovascular-disease\">heart disease<\/a>, cancer and mental health problems like depression and anxiety.<\/p>\n<p>Some experts also believe these foods are designed to make people overeat by triggering the brain\u2019s reward system.<\/p>\n<p>\u201cThe foods that we see that people show the common signs of addiction with are those ultra-processed foods that are high in both carbohydrates and fats in a way that we don\u2019t see in nature, and at levels that we don\u2019t see in nature,\u201d <a href=\"https:\/\/lsa.umich.edu\/psych\/people\/faculty\/agearhar.html\">Ashley Gearhardt<\/a>, a psychology professor at the University of Michigan, told <em>NBC News<\/em>.<\/p>\n<p>\u201cThere\u2019s evidence that especially that combo of carbs and fats has the superadditive amplification of the reward system and the brain,\u201d she added.<\/p>\n<p>The bill would have California&#8217;s Office of Environmental Health Hazard Assessment define which foods are most harmful, based on their fat, sugar and\/or salt content, and whether they&#8217;ve been linked to food addiction or other serious health risks.<\/p>\n<p>Gabriel said schools might just switch to \u201cone brand of granola bars instead of another\u201d or change recipes to meet the new rules.<\/p>\n<p>&#8220;Americans are among the world\u2019s biggest consumers of ultra-processed foods, and we are paying the price for it, both in terms of our declining health and our rapidly rising health care costs,&#8221; Gabriel said at a news conference, according to <em>NBC News<\/em>.<\/p>\n<p>&#8220;This proposal is based on the common-sense premise that our public schools should not be serving students ultra-processed food products that can harm their physical or mental health or interfere with their ability to learn,&#8221; he added.<\/p>\n<p>This is not Gabriel\u2019s first push for safer school food. In 2023, he passed the <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202320240ab418\">California Food Safety Act<\/a>, which banned four harmful food additives from products sold in the state.<\/p>\n<p>In 2024, his <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202320240AB2316\">California School Food Safety Act<\/a> banned six artificial dyes from school meals.<\/p>\n<p>Assembly Minority Leader <a href=\"https:\/\/ad03.asmrc.org\/\">James Gallagher<\/a>, co-author of the proposed bill, said children\u2019s health shouldn\u2019t be a partisan issue.<\/p>\n<p>\u201cWhen it comes to our kids, we\u2019ve got an obesity epidemic,\u201d he said. \u201cOur kids should be having healthy food to eat, and it seems like, increasingly, that is not the case.\u201d<\/p>\n<p>\u201cIt\u2019s not as if we\u2019re not going to feed children at school,\u201d <a href=\"https:\/\/www.ewg.org\/news-insights\/our-experts\/scott-faber\">Scott Faber<\/a> of the Environmental Working Group, added. \u201cWe may just feed them healthier food.\u201d<\/p>\n<p>Some observers have expressed concern.<\/p>\n<p>&#8220;Restricting access to shelf-ready foods could exacerbate health disparities, limit choice and create consumer confusion,&#8221; said <a href=\"https:\/\/consumerbrandsassociation.org\/people\/sarah-gallo\/\">Sarah Gallo<\/a>, Consumer Brands Association&#8217;s senior vice president of product policy.<\/p>\n<p>She added that food companies want to work with regulators to keep products safe, affordable and convenient.<\/p>\n<p><strong>More information<\/strong><\/p>\n<p>Children&#8217;s Health has more on the effects of <a href=\"https:\/\/www.childrens.com\/health-wellness\/effects-of-ultraprocessed-foods-on-kids\">ultra-processed foods on kids<\/a>.<\/p>\n<p>SOURCE: <em>NBC News<\/em>, March 19, 2025<\/p>\n<p><i><\/i><br \/>\n<i>Copyright &#169; 2025 <a href=\"https:\/\/consumer.healthday.com\/\" target=\"_new\" rel=\"noopener\">HealthDay<\/a>.
