{"id":116823,"date":"2024-12-12T00:00:00","date_gmt":"2024-12-12T00:00:00","guid":{"rendered":"https:\/\/medgoo.com\/index.php\/2024\/12\/12\/fda-asks-biden-administration-to-limit-nicotine-in-tobacco-products\/"},"modified":"2024-12-12T18:10:21","modified_gmt":"2024-12-12T18:10:21","slug":"fda-asks-biden-administration-to-limit-nicotine-in-tobacco-products","status":"publish","type":"post","link":"https:\/\/medgoo.com\/index.php\/2024\/12\/12\/fda-asks-biden-administration-to-limit-nicotine-in-tobacco-products\/","title":{"rendered":"FDA Asks Biden Administration to Limit Nicotine in Tobacco Products"},"content":{"rendered":"<h3><\/h3>\n<p><b>By Robin Foster HealthDay Reporter<\/b><br \/>\n<b><\/b><\/p>\n<p>THURSDAY, Dec. 12, 2024 (HealthDay News) &#8212; In what appears to be a last-ditch effort to limit the harms of smoking before its term ends, the Biden administration has proposed a rule that would significantly lower the amount of nicotine in tobacco products.<\/p>\n<p>The agency&#8217;s efforts to counter the dangers of the addictive chemical stretch back to 2018, when it <a href=\"https:\/\/www.regulations.gov\/document\/FDA-2017-N-6189-0001\">first proposed the idea<\/a>. Then, FDA Commissioner <a href=\"https:\/\/www.fda.gov\/about-fda\/fda-organization\/robert-califf\">Dr. Robert Califf<\/a> went even further in 2022 and announced that the agency&nbsp;was <a href=\"https:\/\/www.reginfo.gov\/public\/do\/eAgendaViewRule?pubId=202204&amp;RIN=0910-AI76\">developing a rule<\/a>&nbsp;that would require tobacco companies to reduce the amount of nicotine in cigarettes.<\/p>\n<p>The next step in that effort took place Tuesday when the FDA finally submitted its refined <a href=\"https:\/\/www.reginfo.gov\/public\/do\/eAgendaViewRule?pubId=202204&amp;RIN=0910-AI76\">proposal<\/a> to the&nbsp;Office of Management and Budget.<\/p>\n<p>\u201cA proposed product standard to establish a maximum nicotine level to reduce the addictiveness of cigarettes and certain combusted tobacco products, when finalized, would be among the most impactful population-level actions in the history of U.S. tobacco product regulation,\u201d the FDA told <em>CNN<\/em> on Wednesday.<\/p>\n<p>The latest action was welcomed by health experts.<\/p>\n<p>\u201cOnce finalized, this rule could be a game-changer in our nation\u2019s efforts to eliminate tobacco use,\u201d <a href=\"https:\/\/www.lung.org\/about-us\/our-leadership\/harold-wimmer\">Harold Wimmer<\/a>, president and CEO of the American Lung Association, told <em>CNN<\/em>. \u201cMaking tobacco products non-addictive would dramatically reduce the number of young people who become hooked when they are experimenting.&#8221;<\/p>\n<p>&#8220;To fully address the toll of tobacco on our nation\u2019s health and across all communities, it is critical to reduce nicotine levels to non-addictive levels in all commercial tobacco products, including e-cigarettes,\u201d Wimmer added.<\/p>\n<p>Still, not all smokers would quit if nicotine levels were limited, experts added.<\/p>\n<p>\u201cCertainly, there would be individuals who would benefit from substantially lower nicotine levels and find it easier to quit,\u201d <a href=\"https:\/\/www.heart.org\/en\/about-us\/rose-marie-robertson\">Dr. Rose Marie Robertson<\/a>, deputy chief science and medical officer at the American Heart Association, told <em>CNN<\/em>. \u201cIt\u2019s really hard to quit. I\u2019ve seen patients over many years who have gotten the wake-up call with a heart attack or a stroke and really want to improve their health and reduce their risk, but it\u2019s just very, very hard to do.\u201d<\/p>\n<p>While the number of people who smoke has been dropping over the past 10 years, smoking remains the&nbsp;leading cause of preventable death, disease and disability, according to the <a href=\"https:\/\/www.cdc.gov\/tobacco\/about\/index.html\">U.S. Centers for Disease Control and Prevention<\/a>. More than 16 million Americans are living with a smoking-related disease.<\/p>\n<p>Despite the fact that <a href=\"https:\/\/www.cdc.gov\/tobacco\/php\/data-statistics\/smoking-cessation\/?CDC_AAref_Val=https:\/\/www.cdc.gov\/tobacco\/data_statistics\/fact_sheets\/cessation\/smoking-cessation-fast-facts\/index.html\">surveys<\/a> show most smokers want to quit, nicotine is highly addictive and quitting is a challenge.<\/p>\n<p>What could make tobacco products less dangerous? <a href=\"https:\/\/aacrjournals.org\/cebp\/article\/29\/3\/643\/72222\/Mouth-Level-Nicotine-Intake-Estimates-from\">Studies<\/a>&nbsp;show that when the nicotine content in cigarettes is lowered, people&nbsp;smoke less&nbsp;and try to quit more often.<\/p>\n<p>The FDA has estimated&nbsp;that reducing nicotine levels could keep more than 33 million people from becoming regular smokers, <em>CNN<\/em> reported, while about 5 million more smokers would quit within a year.<\/p>\n<p>Still, the approval process could take months and the tobacco industry also often sues the government to stop new regulations, <em>CNN<\/em> reported.
