{"id":114275,"date":"2024-10-24T00:00:00","date_gmt":"2024-10-24T00:00:00","guid":{"rendered":"https:\/\/medgoo.com\/index.php\/2024\/10\/24\/epa-finalizes-tough-new-standards-on-lead-paint-dust\/"},"modified":"2024-10-25T16:10:43","modified_gmt":"2024-10-25T16:10:43","slug":"epa-finalizes-tough-new-standards-on-lead-paint-dust","status":"publish","type":"post","link":"https:\/\/medgoo.com\/index.php\/2024\/10\/24\/epa-finalizes-tough-new-standards-on-lead-paint-dust\/","title":{"rendered":"EPA Finalizes Tough New Standards on Lead Paint Dust"},"content":{"rendered":"<h3><\/h3>\n<p><b>By Robin Foster HealthDay Reporter<\/b><br \/>\n<b><\/b><\/p>\n<p>THURSDAY, Oct. 24, 2024 (HealthDay News) &#8212; In a move that further toughens safety standards for lead paint dust, the Environmental Protection Agency on Thursday announced the finalization of a rule that declares any detectable amount of the toxin in a home or child care center to be hazardous.<\/p>\n<p>\u201cToo often our children, the most vulnerable residents of already overburdened communities, are the most profoundly impacted by the toxic legacy of lead-based paint,\u201d EPA Administrator <a href=\"https:\/\/www.epa.gov\/aboutepa\/epa-administrator\">Michael Regan<\/a> said in a <a href=\"https:\/\/epa.gov\/newsreleases\/epa-strengthens-standards-protect-children-exposure-lead-paint-dust\">news release<\/a> announcing the new rule.<strong>&nbsp;<\/strong>\u201cEPA is getting the lead out of communities nationwide. These protections will reduce lead exposures for hundreds of thousands of people every year, helping kids grow up healthy and meet their full potential.\u201d<\/p>\n<p>How will the tougher standard accomplish that?<\/p>\n<p>The <a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-strengthens-standards-protect-children-exposure-lead-paint-dust#:~:text=Lead%20dust%20commonly%20results%20when,ingesting%20this%20lead%2Dcontaining%20dust.\">new rule<\/a> would trigger extensive cleanup by a property owner once a doctor, public health official or other expert identifies signs of lead exposure, depending on state and local laws.<\/p>\n<p>It also establishes an aggressive new standard for cleanup that would reduce lead to the lowest detectable levels that can be measured in a lab. Lead dust can be created when lead paint crumbles or is disturbed.<\/p>\n<p>The EPA estimated that the rule will reduce lead exposure for up to 1.2 million people every year, including up to 326,000 children under the age of 6.<\/p>\n<p>\u201cWe can all breathe a little easier now that the EPA has significantly lowered its dust lead standard to protect children,\u201d <a href=\"https:\/\/www.weact.org\/person\/peggy-shepard\/#:~:text=Peggy%20Shepard%20is%20co%2Dfounder,health%20policy%20locally%20and%20nationally.\">Peggy Shepard<\/a>, co-founder and executive director of WE ACT for Environmental Justice, said in the EPA news release.<\/p>\n<p>\u201cFor decades, the academic and advocacy communities have understood that there is no safe level of lead in a child\u2019s blood,&#8221; she added. &#8220;I am a New Yorker whose state leads the nation in cases of children with elevated blood levels. I am an environmental justice leader based in Harlem where studies show that Black children living below the poverty line are twice as likely to suffer from lead poisoning as poor white children. I applaud EPA\u2019s action to address this deadly challenge for our children and families.\u201d<\/p>\n<p>The new lead dust rule follows a <a href=\"https:\/\/www.epa.gov\/newsreleases\/biden-harris-administration-issues-final-rule-requiring-replacement-lead-pipes-within\">groundbreaking&nbsp;decision<\/a>&nbsp;from the EPA earlier this month to remove all lead pipes in drinking water systems within the next decade.<\/p>\n<p>More than a third of all homes in the United States still contain lead-based paint, which was banned in 1978, the EPA&nbsp;<a href=\"https:\/\/www.epa.gov\/lead\/i-thought-lead-based-paint-had-been-phased-out-how-many-homes-still-contain-lead-based-paint\">estimates<\/a>. About 3.8 million of those homes have one or more children under the age of 6 living there.<\/p>\n<p>Even at low levels, lead can&nbsp;cause&nbsp;<a href=\"https:\/\/www.cdc.gov\/lead-prevention\/symptoms-complications\/?CDC_AAref_Val=https:\/\/www.cdc.gov\/nceh\/lead\/prevention\/health-effects.htm\">serious developmental delays<\/a> and other lifelong effects on children such as hearing and speech issues. Lead paint can have a sweet taste, and children sometimes swallow it after touching contaminated surfaces and then putting their hands in their mouths.<\/p>\n<p><a href=\"https:\/\/www.greenandhealthyhomes.org\/person\/ruth-ann-norton\/\">Ruth Ann Norton<\/a>, president and chief executive of the Green and Healthy Homes Initiative, applauded the new rule.<\/p>\n<p>\u201cThis is a step in the right direction,\u201d Norton told the <em>Washington Post<\/em>.<\/p>\n<p>But <a href=\"https:\/\/www.naahq.org\/staff\">Nicole Upano<\/a>, assistant vice president of housing policy and regulatory affairs for the National Apartment Association, said that while landlords want to reduce childhood lead poisoning, the rule \u201cplaces the sole onus on the nation\u2019s housing providers to remediate dust levels to absolute zero.\u201d<\/p>\n<p>Upano told the <em>Post<\/em> that the new standards enforce \u201can impossible task.\u201d<\/p>\n<p>Child-care providers have also raised concerns about the cost of complying with the stricter standards.<\/p>\n<p><a href=\"https:\/\/www.nationalchildcare.org\/about-us\/\">Cindy Lehnhoff,<\/a> who directs the National Child Care Association, said the industry is already struggling to provide affordable care and suffers a shortage of licensed child-care centers and homes.<\/p>\n<p>Lehnhoff told the <em>Post<\/em> that the rule will \u201cprotect some young children in child care, but will also create an unaffordable expense that will require government funding to implement.\u201d<\/p>\n<p><strong>More information<\/strong><\/p>\n<p>The Cleveland Clinic has more on <a href=\"https:\/\/my.clevelandclinic.org\/health\/diseases\/11312-lead-poisoning\">lead poisoning<\/a>.<\/p>\n<p>SOURCES: Environmental Protection Agency, news release, Oct. 24, 2024; <em>Washington Post<\/em><\/p>\n<p><i><\/i><br \/>\n<i>Copyright &#169; 2024 <a href=\"https:\/\/consumer.healthday.com\/\" target=\"_new\" rel=\"noopener\">HealthDay<\/a>.
